Icing my daughter's birthday cake

Hello,

Please can you help me? I want to bake my daughter a birthday cake and she's really into the Little Mermaid. I've seen this fabulous cake online and think I can do it. I've attached a photo. Once you've had a look, maybe you can help.

I get that I have to first bake the rectangular cake. Ice it all white. Do the green or blue beading around the edges. All that I can do. The Little Mermaid herself and the bracelet are keepsake toys that are put on for decoration (which will cost maybe £5).

The big question is: how do I do the shading across the top to look like the ocean? Is it icing? Frosting? Do you use a special tool or something?

Any help would be much appreciated as I only have 4 weeks until her birthday.
