Peanut Butter Icing Too Stiff

I made a peanut butter icing from scratch cooking the milk and sugar until ball formed in cold water. The recipe did not state soft ball, firm ball or hard ball. Now my icing is too stiff. What can I do to fix the problem without starting over. Add more milk?
